is level 2 the highest a charged lower res wand/blade can spawn?

i have a level 3 lower resist dagger on west..so i think 3 is highest

Level 1 Lower Resist (67 charges)
Level 2 Lower Resist (75 charges)
Level 3 Lower Resist (82 charges)

Availability
Affix: (S) "of Lower Resistance" (36)
Quality: rare/magic
Affix Required Level: 30 (Necromancer); 36 (other classes)
Type:

• knif (daggers)
• wand (wands)
• head (voodoo heads: (Necromancer Only))

Both skill level and number of charges depend on iLvl:

• Level 1 (67 charges): iLvl < 76
• Level 2 (75 charges): 75 < iLvl < 99
• Level 3 (82 charges): iLvl = 99

Any of the following will produce Level 3 Lower Resist (X/82 Charges) on the aforementioned item types whenever the Lower Resist charges suffix is selected:

1. Trade (town vendor): cLvl > 93
   Nightmare and Hell difficulty only (Level 2 and Level 3 Lower Resist cannot spawn on Normal difficulty due to iLvl restrictions)
   No difference beyond 94 (save yourself the trouble of leveling past 94)
   No town vendor sells voodoo heads
   X = 82
2. Gamble (town vendor): cLvl > 94
   From the above only knives can be gambled
   10% chance of gambling iLvl=99 at cLvl=95
   20% (...) at cLvl=96
   30% (...) at cLvl=97
   40% (...) at cLvl=98
   50% (...) at cLvl=99
   X = 82
3. Monster: Baal (H)
   X: random figure from {1 + [82/8], 2 + [82/8] ... 82}, i.e. at least 11 and at most 82 charges remain

Level 2 Lower Resist is the maximum on crafted items (iLvl < 99)
