I think the str req being high is an issue and perhaps its lacking a third class skill like fx .mind blast. If you were spending Hr's rolling for a nice Chaos you would maybe invest in a better claw. To be sure wait for more advice (I just returned to the game recently).

I think this is one of the better claws though for chaos isn't it.
Either this one or suwwayyah if I recall correctly?

According to this chart http://pvpwest.com/Assassin.php the talons reach faster breakpoints easier and assasin use ias for casting spells.
