do not even use the second charm slot (alternatively, you can use it as slightly faster regen by using /whilstle 1 to set level 1 enemies and then regen using the charm until you're out of mana)

To find whether you should be using strength or dex you check here:
https://ladderslasher.d2jsp.org/index.php?g=3check the ratio section, for example for swords it has: Strength/Dexterity Ratio: 75/25
This basically means for every 4 strength you'll receive the equivalent for your weapons of 3 ee (75%) and for every 4 dex you'll receive 1 ee. It's slightly more complicated than that but that's the general idea
By the way, this rod isn't bad, should get 5+ fg although my knowledge of rod prices is limited.

In terms of using maps, generally avoid using them. Basically they will cap the level limit of the monsters you fight and hamper exp gain. So if you complete a maze, return to town then go back in and the maze will have reset.
Yes catacombs is the only place you can fight although you'll find whistle monsters slightly easier than the ones you find when wandering around, you can fight whistle monsters by using the hotkey "t" or by clicking the whistle icon from the map view
Ideally you need a new weapon, might be worth asking if this guy is interested in selling:
https://forums.d2jsp.org/topic.php?t=81465778&f=273as he has some cheap clubs which would be my recommendation to pick up there's also 2 different strength charms there, either one will get you going until you can locate a 30+ strength one.
There's also a price check there, so you can get an idea of what prices they are.
