Nightmare: Sol - Um
Hell: Hel - Gul

Countess rune drops
Normal: Ral
Nightmare: Ko ; above Io is much rarer
Hell: Lo ; above Ist is much rarer

Andy: Lo
Radament: Ber
Summoner: Lo
High Council: Cham
Meph: Cham
Izual: Cham

Shenk: Zod
Nihlathak: Zod
Baal: Zod
Hell Cows: Zod

Where is the best place to find:
Rune: Best / Next Best / Next Best.... this chart is build on the odd of ONE kill
El~Io: Countess
Io-Ist: Hellforge / Countess
Gul: Hellforge / Summoner / High Council
Vex - Lo: Summoner / High Council / Izual, Hephaesto, Nihlathak
Sur - Cham: High Council / Izual, Hephaesto, Nihlathak
Zod: Hephaesto, Nihlathak / Diablo, Baal / Pindle, Shenk, Eldritch

Note: This chart does not factor in number of monsters in a given area. Meaning: High Council will actually give you about 8x better chances that is listed and Hell Cows have about 500x better chances.
Therefore, any rune past countess should be searched for in Cow Level or in Travincal

Note: Magic find does not effect whether a rune will drop, nor will it effect the quality of the rune

when you say high council, does that also include all council members ex: the guys in Durance lvl 3 before you kill meph?
