Are any affixes that still function on a charm used from the accessory slot? mainly does enhanced effect still apply to a heal used from acc slot?

yes in this case it does, EE will work on your healung charms, but the effectiveness is reduced by 50% afaik.

will have to check this, as i did not use any ee healing charms so far, i play mage and the advantage for them is pretty poor for now
