I just stumbled upon this... The artwork reminds me of Akira or something much older. (Tiny addendum: Akira in manga form was written in 1982 and Akira the anime came out in 1988)
It's of a collection of stories which appear to be deeply dystopian.

The video is low 360p. Yet, the stories are really cool and worth the bit of eye strain.
