Because those are the old version of those boots. If you want a pair that can't drop anymore go to standard

Oh OK, thank you for the information. I'm relatively new to the game, this is my first League and I played Standard for like 3 days before the Crucible League came out.

Ya in this game alot of items change over time. You will need to find updated build guides for thr current game version. These boots still exist and are great but they do not have thr drops scorched ground anymore
