How high edmg can a piece like this get? 200edmg? And can a lld piece like this get 40ias base?

165% ed is max for level 30 (thats two mods, 100ed and 65ed). 450ed is level 48+ (300ed and 150ed)
30ias is max for level 30. 40ias starts at level 38.

the weapon is basically 2ed off perfect.
(at this point we can only dream about 2 sox on top of that)
