Title asks the question. When do I decide to move up to level 5 or level 10 fishing rods?

in short go by the prof requirement of the rod.

If you want to catch level 10 fish, use a level 10 rod.
The closer your prof is to the level of the fish you're trying to catch, the less prof you'll need to get reasonably decent success ratio.
Also worth noting, the less durability the rod has, the faster the catch is, so using really high dura isn't always the best option.

Because this even is absolutely obscene (100% faster fishing), you should be able to catch level 10 fish with about 2-3 prof if you use a level 10 rod with around 70-100 durability.
Similarly, can catch level 15 fish with only 7-9 prof but would need 100+ durability

In this event with my 11 prof i would aim to be using a 100+ prof level 20/25 rod to catch level 20 fish.
Or to catch lots of fish i'd also consider using a level 10/15 rod to catch lvl 15 fish.


Remember at level 15 fish, you should start fishing in wells as this means you do not get sardines, which is pretty huge seeing how trash sardines are.



in general i would recommend always trying to catch the breakpoint of fish 1 up from what your prof is at a minimum and during good events consider even going 1 further.
Fish breakpoints are every 5 levels, so 5/10/15/20/25 where the next tier of fish can be caught, rarely any reason to try and catch a level 14 fish, should pretty much always make the push and try and catch level 15 fish
