Bold Chieftans Aspect not working ?

without it i have 12.5 second cooldown.

with it Perfect aspect 10 Second cooldown, i have 7.5 second ?

diablo 4 is full of bugs, just enjoy it how it is

Yeah, i know it is, but, one of my friends use the same build as i, and his aspect works lowering his shouts cooldown to around 2 seconds, just annoying xP
