Ukraine openly attacked commercial- non-military- boats flagged by Gambia, operating as part of Russia's sanction evading shadow fleet, while inside Turkey's waters, with a crew of Chinese, Indian, Bangladeshi, Myanmarese and Indonesians. There's an echo of WW1 diplomatic entanglements. Ukraine has effectively attacked Russia, Gambia, Turkiye, China, India, Bangladesh, Myanmar & Indonesia all at the same time. The risk of sea drones for diplomacies sake is that they need to narrowly thread the amount of ordnance necessary to disable a ship, without risking killing the crew or sinking it. Ukraine killing Indian nationals in Turkish waters would be a serious dustup. And just launching an attack in Turkish waters draws Erdogan's ire.
So with the attacks not actually killing anyone or sinking boats, all the other countries including the flag-registration-only Gambia get to avoid having to respond. But Turkey still cares;

Add to that damage to one of the two loading buoys of CPC crude terminal which loads mostly American and European allocations of Kazakh crude (Kazakhstan owns only 20% of Tengiz & 16% of Kashagan).

Yeah the Kazakhs aren't as meaningful a critic as Turkey, but there's a real hypothetical scenario in the next month where the peace deal implodes, the Ukrainian government internally collapses and Russia's allies join the war on the basis of stopping a rudderless Ukraine's 'foreign terrorism' as casus belli. Farfetched, but not too farfetched. Its been this calculation for years now that Russia is slowly winning the war of attrition, that Ukraine is most likely to implode under internal stresses before Russia could blitz the lines and occupy them (especially considering Russia really doesn't want such a liability even if it won the rest bloodlessly), and Ukrainian nationalist's only way out other than surrender is to try to overturn the board and shake things up with such dramatic escalations it pulls in the rest of the world. Hitting Russian nuclear bombers with drones hidden in commercial shipping, attacking oil terminals serving the west.

And as far as internal pressures? Demyan Hanul and Andriy Parubiy have both been assassinated already, but Zaluzhnyi is alive and outside the Zelensky regime and put out a statement today; "Peace, even in anticipation of the next war, provides a chance for political change, for deep reforms, for full recovery, economic growth, and the return of citizens," in an op-ed to The Telegraph.
