The EU’s five-year defence plan, often referred to as ReArm Europe or Readiness 2030, is a major push to strengthen European military capabilities and strategic autonomy. Central to this effort is the €150 billion Security Action for Europe (SAFE) fund, designed to allow EU member states to jointly finance the procurement of weapons, ammunition, drones, and air‑defence systems. By favoring EU-based production and requiring most components to come from within the EU, EEA, EFTA, or Ukraine, SAFE is meant to build a strong, interoperable European defence-industrial base while reducing dependence on non‑EU suppliers.
For the UK, which is outside the EU, the SAFE framework posed a challenge. Negotiations for British participation broke down in late 2025 over the high “entry fee” and limited access offered under the rules for third countries. As a result, UK defence firms are largely excluded from leading or heavily participating in EU-funded procurements, limiting their role to a small, capped share. At the same time, the UK continues to support Ukraine directly through bilateral military aid, including weapons, ammunition, and maintenance for systems already supplied, preserving its strategic influence and industrial activity outside the EU framework.
The divergence highlights a broader tension: both the EU and the UK are committed to supporting Ukraine and deterring aggression, but they differ on how to structure defence investment. The EU prioritizes internal cohesion, European supply chains, and shared procurement, while the UK emphasizes industrial independence and flexibility. This has created a dual-track dynamic where European defence is partly coordinated through SAFE, while the UK maintains its own parallel efforts, ensuring Ukraine receives support from multiple sources but also reflecting the limits of post-Brexit UK–EU defence integration.
