The victim was difficult for sure, but the cop is very responsible of this mess.
Cops do routine traffic stops alone most of the time, enforcement is already spread thin and vastly understaffed, they can't partner up for mundane traffic duty. That's why he calls in backup as soon as the guy starts fleeing.
What's the issue with his procedure, though? Its not like he had some massive size/weight advantage over the suspect to be able to subdue him easily. When the two of them are violently grappling, there's no special krav maga training for officers that gives them an upper hand. Tells the guy to get back in his vehicle, that's by the book. Tries to arrest him for having neither license nor valid plates, by the book. Chases him and uses taser when he resists, by the book. Uses lethal force once the suspect gets control of his taser, by the book.
Its actually a pretty boring story as far as these BLM cause celebres go. As formulaic as they get. No ambiguity, no unusual twists.
