Suppose i'm level 84. (First chars in HC season so very poorly geared and ultra slow in hell)

If i do terror zones in NM, they are 85 and should drop everything ?
Do i basically get the same drops in NM terror zones as in hell terror zones ?
Are the monsters a lot weaker in NM than in hell even though they are the same level ? (seems so)

I'm not totally sure how the tc upgrade works, but you can use a drop calculator to see that tz 96 nm can't drop everything. From a quick scan it looks like they it drop up to tc69

TZ lvl is capped at 45/71/96 in norm/nm/hell before the bonuses to champions/uniques
