Almost every FPK matchup consists of at least one summon (Golem on Necromancer, multiple summons on Druid, Shadow master on Assassin, nothing native on Barbarian). Considering Decoy/Valk on Amazon, 4/7 classes have at least one summon native to there skill tree, and every class has Oak Sage/HoW available through charges. (Which is considered GM on West/EU)
Against these opponents, you now have a 5% chance to proc amp for both targets on hits.
At slvl 1, Amplify Damage still provides -100 physical resistance. Taking into account the abundance of DR focused gear setups against Amazons, Atma's is actually a very practical consideration. It's basically an RNG that can ridiculously increase your damage output vs a small potential gain in average damage.

It should be noted that Amplify Damage will drastically increase LF damage as well.
