Should let heal or keep working out?

Day after working out I'm sore.

Unless your muscles are actually pulled or sprained or something similar then its fine. Being sore is just what happens when working out.

Cardio - Keep going, make sure to stretch

Lifting - Take a day off, make sure to stretch

Remember you make your gains when you rest and your body repairs your muscles, so adequate rest is necessary. Except with cardio, with cardio you stop being a bitch and keep going.

Are you supposed to stretch before, or after the workout? Or both?

I've read so many conflicting things on the internet so I'm not sure.

before
it helps to chill out after and then stretch even if just casually before ending the day though

depends on the severity and where at. As long as it's no your neck or back, and it isn't too bad then go ahead. Most of the time you'll be sore, then warm up and not even notice you are sore any more. Part of working out and building muscle, if you aren't sore you aren't putting on muscle.
