lolz. nah but really, as far as I know if you can move your ankle in a full circle it isn't broken.

I twisted my ankle pretty hardcore last year and I couldn't put weight on it, but I could still slowly move it around which showed me it wasn't broken.

my friend cant move 4 of his toes and can barely move it at all i think he broke some toes

If he can't move them it's most likely broken. I'd get him to the hospital to get some x-rays. If it's just broken toes they'll give him some boot that he has to wear.
