2) Pay to dig the area
3) Buy supplies

It really depends on whose domain its truly in. If its true a lode of such value exists; the market and investors will choose when to take on the project.

Mind you it most likely will need to have the express approval, of state and/or federal powers and measures will have to be passed (It goes a bit beyond the level of law for just permits alone). Other related stakeholders not directly involved with the operation or benefit thereof will have to be given consideration as well. (Habitat, etc.)

2 & 3 are what you go into business over. A capable established company will be able to undertake such risks. If you speculate a decent profit margin guaranteed the desire will be there to pursue it even if the process takes years to get underway.

For the sake of grounding ourselves, money aside, its not something even within our realm so all talk about it is merely for speculation and general interest.
