I do like this idea.

Tbh, outside of this little Anniversary, I think overall should be thrown into the random skill comp.

Or at least more common than once a year. Sort of like how Slayer is.

I disagree.
The comp was founded on F2P and P2P alternating weeks.
An annivesary should celebrate the foundation.

I don't remember it ever being alternating F2P and P2P at the start. I know it hasn't ever been that way since I've done them, only an F2P always following P2P because of when high scores showed both F2P and P2P players.
