User just need to read it.

Stick another topic won't change the fact people don't read the rules \ suggested guidelines.

It's technically in there but its completely berried. That sticky has way too many things that I guarantee makes almost everyone just ignore the whole thread. If there was 1 sticky for that specific thing, I think it would cut down on a lot of the spam.

But that's fine if you think it's unnecessary.

People asking for help in the GH is not spam.

I kinda agree with Yakir but then again it also makes sense to highlight certain stickies, like that one.
