I'd say in most cases the sub-forums are added by discussion popularity / trading ability.
While there isn't much traction currently, I'd start by making topics either in FPS/Battle Royal, Other Games, or the Steam sections.
Once it's popular enough to justify having it's own section it will typically get one.
