Would you think that “under 3.5 seeding” means seeds 1-3 to win the bet or seeds 4+ to win the bet?

Apparently the true definition according to the sports book is that “under 3.5 seeding” means if they finish 1st 2nd or 3rd you win the bet but anything else you lose
