I would say its Jays by far.
Angels didn't have a starting rotation and still dont.
It has always been Weaver, Hanson I think?, Scrub, Scrub, random minor leaguer.

Yeah, you're probably right. I expected the Jays to be really good this year, but their struggles thus far have been enormous.
