It's been speculated that she was sent down to Gensokyo to investigate Yukari's movements. A little disappointed that she wasn't very influenced in Silent Sinner in Blue, although it was the Scarlet Mansion that build the rocket to invade the lunarians in the first place.

Oh my, meme's already being made with the new touhou characters. This crossover is clever.
