You can also slap a graphics card in it down the road, if you want your pc to play xbox one style games at higher refresh rates, etc

You can find a cheaper GPU if you look around.

also the CPU can be found possibly cheaper used. If you go this route make sure it comes with the stock cooler, otherwise you will need to buy one

you can buy a windows 11 key on reddit for like 10$

$399 Steam Deck runs it great

Can run with $199 AYN Loki Zero if you butcher all the settings to minimum 720p scaling at 50%, or just run old-style graphics. Anything recent should run just fine with old-style graphics.
