A Vox AC30 and a VT40 are drastically different amps. The VT40 is vox's attempt at a modeling amp to compete with line 6 (although not quite as good) and the AC30 is an industry standard professional 30 watt class A tube amplifier. Although you do sound like you are fairly new to guitar so a tube probably wouldnt be your best bet anyway as they take yearly upkeep.
Edited in: NVM I thought you were the OP.

You did post this with a picture of an AC30 saying you were looking at one, and that is a $1,000 amplifier new....I mean if all you have is 400 and you are not dead set on a tube amplifier look into the Fender Mustange III and IV amplifiers. They are fenders take on a modeling amp and sound quite good and have a lot of useful and versatile features as well as plenty of power for practice and gigs. If you are fine with used, then go purchase a Fender Hotrod Deluxe.. it's 40 watts, all tube with a single 12" speaker. It's a solid amp, and used they go for about 400'ish usually. Check your local craigslist.
Thanks I will try to check out the Mustange amps.
I've been playing guitar now for about 7 years, but mostly acoustic. I have little knowledge of amps and all that jazz.
