Since the new patch, that fractured winterglass is now useless, because ball lightning isnt a core skill anymore.
What do you think is the best amulet (aspect)?

Well, the word is that Blizzard made a mistake and is hotfixing this. I would probably look into another build until this happens, or you could probably try a new character. Up to you. Not sure how long it'll take to fix this.
