Where is +2% Amp chance from Atmas Amulet?

EDIT: oh, this is PvM, not PvP, thus Cats Eye or Highlords is basically inconsequential.

Strafe should not reach fastest IAS BP... basically 90% is optimal if I remember correctly.

I was just guessing what equipment he wears to achieve such high Dex values.
But outside of that, I wouldn't say that Atmas always better than Cat's Eye or on the Merc Forti is always better than CoH or any other armour.
For me, gear varies depending on the area.
In CS, for example, I would always prefer Cat's Eye.
