Yes, huge damage buff actually. You do 2 more hits during startup compared to before. Grief pb+Grief pb isn't nerfed at all, the combo was buffed. Developers made weaker weapons weaker and stronger even stronger, go figure..

I have heard different things, I saw that you need additional ias to hit the frame cap with a base 0 speed weapon, which fanatacism will give 29%. From what I have read you need 89% ias to hit the cap of the 5 frame WW (this obviously excludes the 4 and 9 frame initial hits from starting the ww, which apparently was a new change with this patch since it was completely broken before). So how is it you can do this?

There is too much data and I don't know who to use as a source.

So you could have 40 average with your grief and beast combo, then an additional 29 from fanat for 69, requiring either gloves, or amulet for the cap ( obviously other sources are available), but then how do you still hit the max frame while decrep or frozen (holy freeze)?

You don't hit max frame 4fpa, you hit the new odd 5fpa. The sequence is then first hit at 5th frame, second at 10th. An then level 9 fana changes base speed of your weapon, it's not that easy. So without holy freeze:
Grief Ba+ Beast Ba hit last WW BB out of the box without you doing anything

VS. level 30 holy freeze:
Grief BA 40ias + Beast BA + 40ias makes you hit 5fpa-10fpa sequence.

VS. decrepify:
Grief BA 40ias + Beast BA + 25ias makes you hit 5fpa-10fpa sequence.

With this new change in ias, will frenzy attack speed bonus affect whirlwind now? I don’t think it did before since only mainhand ias matters. Is frenzy then whirlwind combo a viable strategy now?

Lets say the example above.
Fana = 29 Sias
BA = 0 Wsm
And you say 65 ias.

120*65/(120+65) + 29 - 0 = 71 EIAS
So if CAP is 75, then this should be max.
However, some1 should do a test with sin.
2 x runic + high bos giving like 56 SIAS. + A decent ammount of ias.

Cause that starts at:
86 EIAS.
