I think the dragon tail assassin build will be 100% the same as it was in 1.14. At least flickering flame would be a more affordable helm option, but +2 sin / 20 fcr / 2x facet would outperform it
still, I found that the only real way to play DT in 1.14 was to just go 1 ts -> 1 dt, since 2+ ts charges was getting overkill for most monsters. If we're indeed able to keep it at 3->2->3->2 charges and hit for full damage every time, that's a hilariously insane boost in damage. That's when dragon tail is dealing 300k damage per hit fully charged instead of 30k uncharged
