Yes, this is safe. The script just does what you do in process explorer. Finds D2r.exe, looks for the "Check for other instances" handle, and kills it. Source : IT Professional, I use Powershell almost every day.
Launching D2R.exe with your account and realm parameters is what allows you to launch multiple instances from the same folder. The Launcher is the reason for needing multiple folders.
The only real "unsafe" thing about setting it up this way is that you are saving your password in plain text on your PC. If anyone had access to your PC and knew what they were looking for they could get your credentials.
