A dictatorship is not necessarily a bad thing.
Russia is also the size of most first-world countries put together. You can't expect them to have 3 trillion people packed into every scrap of available land.

I understand that Russia is huge, a lot of it is unexplored...
It has a couple major cities, but outside of those cities it's rural af... Heck, America rural is close to maybe a couple steps behind Russia urban... Really though, name a major city other than Moscow...

Muhammad Ali's dictatorship was also one of the only positive periods of Ottoman rule. You could also look at muslim dictators in India
