If it's not said otherwise you always need to buy and craft with same char level (it's designed for simplicity :P).
But if for any reason you want to buy items and craft with other chars, you can.
In this case it's only important to keep ilvl 71.

new ilvl of craft = int(.5 * clvl) + int(.5 * old ilvl of base item)

So can be bought and crafted with 69 lvl as in guide: 0.5*69 + 0.5*(69+5) = 71
but can be also bought with 49 lvl and crafted by 88 lvl: 0.5*88 + 0.5*(49+5) = 71
etc.

Ye, i wrote it myself Tbh i never seen complete guide for mld/lld crafting.
The hardest work was with ensuring that sometimes higher ilvl can be better than lower for lld/mld crafting.
It's maybe not really visible, but whole the guide bases on that fact. I posted part of math behind it for ppl who like to know everything in 'Common problems and misunderstandings' section
