I'd love for widow to totally humor us by expanding on this rhetoric. Chance of thermonuclear war is pretty unrealistic and ridiculous claim. Any country with an 1/8 of a brain knows what would happen if even one was launched.
It is true that in a way nukes could act as a nuclear deterrent. as no country is gonna nuke another country known to have nukes. but at the same time this is a totally insane claim the country would have to totally psychotic and suicidal.
Yah if an isolated black market rogue warhead went chance of all out nuclear warfare would be lower then most expect. because not know where the attack came from wouldn't spark some cataclysm lapse in judgment.

Nuclear warfare and weapons is just another political trump card.
