Yeah the cost projections for this nonsense were crazy, the amount they budgeted to save on energy costs for federal buildings was absolutely nonsensical.
The savings wouldn't even cover the interest on the amount borrowed to refit all those buildings, it was all about spare no expense for combating a non existent problem.
And nothing to do with savings over the lifetime of those buildings.
