Firing rockets over 9 meter wall from Gaza into Israel is not hard. Firing rockets over 1000 meter mountain range serving as natural barrier is next to impossible. Israel would basically have a bunch of bases on top of Golan monitoring activity. More i think of it, it would be an excellent solution to Gaza issue. The only true issue is how do you get the local Syrians to agree to having Gazans there.
Strike a deal with the new Syrian government and let them take care of that issue (i.e. beat the local population into submission if they speak up). For example international recognition, humanitarian aid (which the war-torn country will desperately need), perhaps setting up a recovery fund for Syria, etc.

Like I've said, al-Julani and his "freedom fighters" got their hands full with consolidating power in Damascus. For now, they don't really care about Russian naval bases or Druze villages in the desert being taken over by the IDF.
