Close if not allowed i'm wondering what are the rules and size for steam since its not easy to find like jsp (since i dont really know platform)

there is no fixed size.
All games and steams own UI have different scaling on the profile picture depending on its use.
doing something like 300x300 is a good size. but you might want to even go 200x200 depending on what he/she plays the most.
