cant remember 100% why we made 45dr back then, the rules are pretty pretty pretty old - and were used in many torunaments, leagues
if i remember right has smth to do with the builds
some use enigma build which will give u 43%dmg reduce - now if u go for rare armor as example + dungos (15%) u get 50%dmg reduction. how a guy with enigma build will get that? so we set it 45% to give a little bit more variety
anyway this is not a topic to talk about rules
