After enough MQ fails, i have my starting stat points up to 20 on monk which carries over on rerolls. My question is: are these bonus stats tied to your overall character or to the specific class? If I reroll this character as a paladin does it keep the bonus stats; and if not when I reroll BACK to monk would it still have previously earned bonus stats or start back over?

I would test myself but just in case I dont want to risk losing those stats.

It stays if you reroll to any class I believe, once you get the extra stat points they are yours on that char (until a reset)

you can reroll as you please.

once you get the full starting 20 stat points (base of 10 and upto 10 bonus) you keep them until reset.
My understanding is you gain 1 base stat per:
1x failed mq with no additional chars unlocked (10 straight fails = full base +20 stats)
2x failed mq with samurai unlocked, you are able to spam feeder (any of the first 5 classes) until you reach 20 if you want to guarentee you get max stats before continuing
3x failed mq with paladin unlocked
4x failed mq with monk unlocked
5x failed mq with ninja unlocked
6x failed mq with warlock unlocked
7x failed mq with Headhunter unlocked
8x failed mq with Alchemist unlocked.
Once you've gained a base stat they cannot be lost. i.e if you failed twice with say a barb then passed to samurai, failed twice with samurai then passed to paladin. you should be at 13 starting stats.

So if you somehow managed to get straight to alchemist with straight passes, you'd need to mq 80 times before you got the full additional 10 base stats.

Bigheaded explained it correctly, also, it is based on Master Quest attempts multiplied based on the unlocked class:

Feeder = 10 Master Quests (all fails = +1 stat point per fail to a maximum of 10)
Samurai = 20 Master Quests (= +1 stat point per 2 Master Quest attempts)

Fails are a key factor, but if you PASS, it is multiplied.

Feeder 10 fails = +Max 10 stat points
Samurai 20 MQ Attempts = +Max 10 stat points
Paladin 30 MQ attempts = +Max 10 stat points
Monk 40 MQ attempts = +Max 10 stat points
ETC.

Don't get lost in the FAILED part of this.
