I am trying to craft lvl 18 dudu weapon with +1ele skills (hitpower weapon)

all I am just wondering if for example crafted hitpower cudgel can get +1 elemental skills after crafting and fitting lvl18 lvl requrement

coz all i know is that crafting items get sometimes higher lvl req coz of some combo of affixes ... well it's like a decade I am out from school so my cells for math kind of died so pls don't post me here some complicated formulas and be like "it's ez u can do your math".. or well you can post formulas just for explanation's sake but I will skip them,

I just need an explanation how to craft that aka which ilvl of an item I do need for best odds and which char lvl

actually I am working with ilvl 25, ilvl30 (3x chipped gem recipe, 3x flawless gem recipe) so I actually need to know if i can fit lvl18 requirement and which char lvl is optimal to craft with

Crafting applies the following affix levelreq penalty: 10 + 3·n, where n is the number (amount) of affixes (1-4) picked for the crafted item.

(P) ''Natural'': +1 to Elemental Skills (Druid Only) has levelreq=15, so even if this is the only affix picked, the hitpower weapon gets minimum Required Level: 28 (15 + 10 + 3·1).
