yes we can thats the only issue with it. so if we dont change the drop rate but we want to make the state more usable then the only thing left to do is increase tier cap.
think of it this way.
we would need really a 170+ ee armor, a 150+ee weapon, and a stat charm with at least 30+ str or dex. weapon and armor must be a 55. How often does that drop? On top of that rare drop we'd also need a perfect roll of 28 master on and they'd have to be the same type for all 3 items. Odds on that? BUT WAIT WE'RE NOT DONE THERE!!! They'd also need to make up another 16% Magical Damage Reduction and that's just to make it to 100% which still doesn't show us nothing with sorbing and not a crazy help on defense because it's only 1 element. That though is balanced and wouldn't be over powered cause we'd never see this with multiple elements.
