Haven't played in a long time and these are new to me...

When the new HC season starts do i do this right before or right after the season starts so i can give the reward pack to my level 1?

i understand it starts today. Should i do the challenge rift now or wait till tonight when it launches?

The challenge rifts change weekly. They pull a random person loadout and make that the challenge. When you finish it you get basically mats equivalent to a full games bounty rewards worth. So you might as well wait so your new season character gets the mats.

No, do the CR right befor a season goes life (like 10min), then start season life with chest ready to loot.
