I booted up my laptop today, and noticed something was wrong, Firefox was not responding and hanging intermittently, games I normally got 100+ FPS were around 30-40, and the computer is just slow in general. First ran antivirus and checked system settings, ran intel CPU diagnostic (PASS), then reinstalled windows. Problem persisted, the userbenchmark results confirm that something is wrong, and the computer is not operating at peak performance. If anyone has any insights, I'd really appreciate.

Of note:

"Sub-optimal background CPU (13%). High background CPU reduces benchmark accuracy. Find active processes with Windows task manager (CTRL+SHIFT+ESC). CPU throttled at 32% by Windows. Ensure maximum processor state is set to 100% via Settings > System > Power & sleep > Additional power settings > Change plan settings > Change advanced power settings > Processor power management > Maximum processor state. "



... The setting already shows 100%, it's one of the first things I checked.

Run hwmonitor and post a screen shot before and after playing a game for like 10 mins.

Also this, shows computer only operating at 800MHz ... Is this a hardware issue?

E: Another maybe important thing I noticed, the computer SAYS that I'm running at 1366x768, but everything LOOKS bigger, like it's actually lower resolution. The League of Legends client that used to take up about 1/3 of screen real estate, takes up about 90% of the screen now, don't know what to make of this.

E2: The below picture is useless, it goes up to 2.4GHz under load.

E3: Also might be important to note that to the touch, the air coming out of the fan exhaust seems a fair bit cooler than normal.
