I try to stop the vid as fast as I can. It looks to me like the shoulder. The first hit does bounce off the shoulder and hit the jaw, the 2nd hits shoulder.
It looks like both were aimed at the shoulder to me.

I always wondered what happened to protect and serve. Or as Denzel puts it in Training Day, "Officer Hoyt? What is job #1? Protect life." I don't begrudge them for their actions, I just feel embarrassed. How do you not de-escalate there or just let it go? Get em some shorts and a camel pack so they can cool off. Yeah, you're probably right. A cop trained to forcibly take down a perp, can't manage to get a better hit than that. He is so inept, he bounces a hit off her shoulder, twice. :/
