Around 7-14 days before the actual reset happens, it will be publicly announced here: http://us.battle.net/en/forum/12790218/

It has been stated by Blizzard that there will be ladder resets every 6th month and the previous ladder reset was: December 12th, 2017 at 5:00PM PDT

The next ladder reset is not defined yet.
