Does the keyboard work for getting into and navigating the bios?
If not I doubt its a driver and more likely bad usb controller or keyboard/mouse, most likely the former one.

Boot a linux live disk if it does, back up data, reinstall windows from live media.

This is provided you tried other things listed here like reseting cmos and such.
Oh and you can try using a PS/2 style keyboard rather then USB in such a case.
