what do i need to upgrade to stop fps / lag issues

If that mobo temps correct probably your atmosphere.

But for real you shouldn't experience serious lag/fps issues with that hardware.
I'd check your network first.

im not sure if the temp is normal or sensor. this was the second one, because i returned the first one for this reason, but i havnt had any issues with over heating

60-120
but drops to 30-40 often

probably sensor or speccy, open hwmonitor and lets see what that says.
May wanna clean up your drivers and install newest ones.

Bad read/sensor.

Start with fixing your drivers/software side and see if it helps. (Mobo/gpu drivers)
