Even though it's very illegal and regulated it still happened. In a free market there's an even greater incentive to do it because you're less likely to get caught and the punishments are less if you are caught.

Yep. There's huge incentive to defraud your customers if there's much profit to be had and little risk of getting caught.

Laws against bank robbery have not ended bank robbery, lets make the laws less restrictive, we have no way of knowing if there will be less bank robberies, no one has tried it.

Bankers are the true thieves who got away with it. They own the police so they don't have to worry about force being used against them. All petty crime throughout history combined can't even match a tenth of what the bankers steal from society on an annual basis.
