So I have tried: (Admin of course)

Network Reset

netsh winsock reset
netsh int ip reset

The new computer is plugged directly into the modem, the cable is fine.

How do you know the cable is fine?

Try another ethernet port.
Update firmware on router.
Update drivers for your network controller.
disable airplane mode.
disable any antivirus or firewall you have tempraily.
change you dns server.
assign a static ip.
reboot your modem and router.
disable virtual networks.

all I can think of off the top off my head.
can also run these cmd's

ipconfig /release
ipconfig /renew
ipconfig /flushdns

Doesn't matter

Renew gets a new ip from the dhcp (ip address provider) device
Flushdns cleans out your dns cache

The flush is for DNS cache, not IP address.
