Assad isn't attempting to stop the suffering. He barrel bombed hospitals, used chemical weapons, etc.
The Syrian conflict started when Assad used his army to attack peaceful protests in Damascus. He commanded his troops to fire on unarmed peaceful demonstrators, drawing first blood.
This would be his baseline behavior. This would just be a continuation of an ongoing pattern of behavior. It would be more strange if he stopped committing war crimes.
And even if he has "won" in the sense that his throne is safe and he is going nowhere as dictator of Syria, he still hasn't been able to seal the deal. He has to be getting desperate to end this...his friends won't be covering his war crimes for much longer.
He will end up in The Hague. But it won't be until he ceases being useful to Russia.
